Fifth Statutory National Commission for Minorities set up in March 2006.

The fifth National Commission for Minorities was constituted on 3.3.2006, under the Chairmanship of Sh. M. H. Ansari. Two other Members, Sh. Harcharan Singh Josh and Ven. Lama Chosphel Zotpa were also nominated by the Central Government. The Chairman and the two other Members assumed charge on 6.3.2006. The Vice Chairman and three other Members are yet to be nominated by the Central Government.

2. Opening up of NCM Library to provide facilities to research scholars.

The Library of the National Commission for Minorities is well equipped with about 6,000 books and journals. A decision has been taken by the Commission to allow the facilities in NCM library to be used by non-NCM employees for doing research on minority issues. The guidelines for availing of the library facility and the application form have been finalized. In brief, the terms and conditions are:-

(i) Persons desirous of using the NCM library facilities should be attached with a renowned educational institution or a registered NGO or Government body.

(ii) An application for use of library facilities should be submitted to Secretary, NCM at least 10 days before the date on which the use of the facilities is to start. The application should be accompanied with a
recommendation from the Head of the educational institution, NGO or Government
body for use of the library facilities by the applicant.

(iii) In case the permission is accorded, the applicant will be issued temporary membership of NCM library for a maximum period of one month.

(iv) Internet facility will not be available.

(v) Monthly fee of Rs. 100/- will be chargeable from the user of library facilities. In case he uses the photocopier, photocopying charge @ Rs. 1/- per page will become payable. For use of the computer facility without the internet, the user will be required to pay computer charge of Rs. 10/- per hour. The stationary items needed by the user will have to be brought by him/her.

(vi) Only four scholars at a time can be accommodated. The permission will therefore be granted on a first come first served basis, the date of receipt of the application being the relevant date.

(vii) The applicant is required to give an undertaking in the application that he/she agrees to abide by the terms and conditions as applicable from time to time.
